iOS Android style Live Wallpaper

I would like to create a live wallpaper. Where the wallpaper is actually an application running and continuously changing. I am not interested in a simple animation loop.

I know apps can't change the wallpaper. But can an app be a wallpaper?

Is this possible. Where would I start?
