Current setup is 2x4x3ghz 16gb RAM and 4 500 gb drives in a Raid 0 setup (backed up very friquentelly via TimeMachine and Raided ZFS fileserver). Vid card is the 7300 cause I found the 4870 too loud.

My speed drug of choice is Xcode, pretty much the only thing I care about. Though I Also use VMWare and Aperture less frequently.

My desktop rule of thumb is that I like to see a 4x speed increase prior to updating. Any idea if the new 12 cores are there? I know they aren't out yet but there are some reviews on these chips and someone more knowledgeable then I might know how much faster these are vs the older ones.

Your Mac Pro scores ~9000 in GeekBench while 2.93GHz 12-core scores ~15000 so 12-core is only ~67% faster. If it does everything you need, then there is no need to upgrade.
