Can anyone recommend a well priced, offline translator app?

Collins Dictionary is a great example of this, but is $20. Bleh.

I need an app that I can use to translate English -> French (and the opposite) without internet needed. I do have an iPhone but it's a lot speedier this way. Also, a conjugator would be great.
