When 10.5 is released, sometime in 2007 (probably still before Longhorn), I'd imagine that the 1 Ghz PowerBook will be able to run it.
If you meant to ask if the 1 Ghz PowerBook can handle the full extent of Core Graphic and Core Video functions of 10.4 (Tiger) due out in the next 6 months, I think that it might not. It should have a Radeon Mobility 9000 card @ 32 or 64 MB. That card is not on the list (http://www.apple.com/macosx/tiger/core.html) at the bottom of this page. Whether that means that it will only run some of the Core features, or none, I don't know, but I believe that there are many threads on this topic already.
However, the PowerBook should still be able to handle the new iChat as well as Spotlight, Safari RSS, Dashboard, and Automator.

I thought that all of the aluminum fifteens had at least a radeon 9600 mobility which is supported is it not? Wasn't it the tibook that had the radeon 9000 mobility which isn't fully supported?

Yeah, that 15" Aluminum Powerbook does come with the 9600 mobile. Today's 15" come with the 9700 mobile.
