tetherme app not working

I downloaded the tetherme app last night and it doesn't work. I went to settings/general/network as advised but there's no tethering option available. I tried reinstalling the app twice with the same results. Any ideas? I know I have a 3G with 3.1.3. but I don't even know what that means. HELP!
