"Move and Scale Photo" Does Not Work Anymore

I just noticed when I tried to set a new wallpaper, that I am no longer able to move and scale the picture to the proportion that I want it at... Anyone else having this problem?

It doesn't work for me when selecting a default wallpaper, but Move and Scale still works for me for anything in my Camera Roll and Photo Stream.

move and scale is not working for me in any of my camera apps (instagram, 100cameras, etc) since upgrading to iOS 5. has really made my camera, which is 90% of how i use my iphone, obsolete.

Works fine for me, iPhone 4, from both within Settings->Wallpaper, and from Camera Roll->Use as Wallpaper.
