This made me lol. You're in San Diego and you get lower speeds than EDGE sometimes? I am in SF and I very rarely drop below 3G.

It's GPRS (General Packet Radio Service), giving you about 30Kbps. An E means you're using EDGE (Enhanced Data rate for GSM Evolution), which will give you up to around 150Kbps and I'll leave you to guess what 3G means
