yes, you can usually get AT&T model as device only. sometimes you can get them to sell you the verizon model as well, which was my case.

apparently verizon has asked apple to stop selling the verizon models as device only because verizon model is more useful as international lte compatibility and is in demand by gray market sellers. so apple acquiesced and verizon model device only sale wasn't happening at many apple store. but since supply-demand is catching up, so more apple stores may be more willing to sell the verizon model as device only.
