Today’s iOS 6.1 beta 3 (10B117b) released to developers expires on Friday December 28, 2012 @ 12AM (GMT) [same as beta 2].

I believe that feature was leased previously with ios 6.0 (correct me if I am wrong) but it is def not new to this beta. Great feature though so it's def new to you!

No, they were introduced in iOS 6.0:

Mail improvements

• VIP mailbox to quickly access mail from important people
• Flagged email mailbox
• Insert photos and videos when composing email
• Open password protected Office docs
• Pull down to refresh mailboxes
• Per account signatures

With the advent of Siri on more and more devices, it seems weird that Apple would update something that is as old as the iPhone 3GS, but if you still use Voice Control, there is a new section in the settings for it that allow you to set it to ‘Voice Dial Only’. You can choose a language from the list to use Voice Dial with."
