Can iPhone receive video?

Is it possible to accept wireless video on my iPhone 4S? I'm interested in installing an aftermarket backup camera on my car and would like to use a license plate camera that can wirelessly transmit video. Is there an app that will accept the wireless signal?
 
When you say " wireless signal " do you mean RF wireless as in a TV channel or do you mean WIFI ?

I do not believe an iPhone cannot receive RF signals unless they are WIFI.

I know there is a new GOPRO Camera that is WIFI enabled and they have an IOS app for use with their camera.

But I think for your application " wireless backup camera " there is no such thing.
