What are the other games out there that allows players to make custom maps with triggers and whatever that are like Starcraft? Is Starcraft the only game that supports this feature? Is there a good cummunity that plays and supplies custome games?

Total Annihilation still has a reasonably active modification and map community but there are not really trigger based. Some custom missions can be found but trigger wise they are basic compared to SC1.

I am sure Civ IV has mods a plenty, not really explored some of them but apparently some of the mods turn it into a different game.

Half Life 2 and Crysis have similar custom missions as well.

Mind you, the editors for these games (minus SC2) are external I think.

Warcraft 3. Incredible amount of customisation, although the editor itself was never updated to run natively on Intel, crashes fairly frequently under Rosetta on 10.6, and the Mac version at least must remain un-upgraded at version 1.22 to make maps. Fortunately it's a hybrid Mac/PC disc for the game...

EDIT: The original Quake has heaps of totally custom map packs and stuff if you want a shooter.
