iPad mini iPad Mini no iMessage not working

I have an iPad Mini that I have had for a few months and since day 1 iMessage has synced and worked perfectly. Tonight I have noticed that my iMessages are not coming through on my iPad at all anymore. I also can't send them out. The only thing I did today is I shut off iCloud backups for the iPad since I was running low on space and my iPhone wouldn't backup to iCloud anymore.

Is receiving iMessages linked to iCloud backups?
