I'm looking to pick-up an old 2009 Mac Pro to drop in a W3680 and 24/32GB RAM. What is the going price for a base model, good (no dents, no bashes) quality 2009 Mac Pro SP?

Hi Alex. A 2.66ghz quad 2009 Mac Pro may have selling price of $700 to $900. I think a used W3680 may be around $400 to $500. Ram may be around $170+ Maybe your upgrade costs may be less than $1900
Well, I got my 8-core 4,1 24Gb MP from eBay for just over $900 (including shipping) from eBay, but I did a lot of research and corresponded with the seller on many of the questions I had in order to satisfy myself that I was making a wise investment. YMMV regarding the price, but I wouldn't spend more than a grand on a MP, and I would expect 32Gb of RAM for that price, to say nothing of storage or GPU.
'Legacy status' to me is just a buzzword, and one with no effective meaning, at least as far as I am concerned. Between flashed GPUs and PCIe RAID SSDs, my 2009 Mac Pro is the equal, if not superior, of many nMPs currently available.
In the short time I have had my Mac, I have learned to augment and fine-tune it to perform tasks that would be impossible for a 2009 MP out of the box. With the nearly negligible differences in capabilities between the 4,1 and the 5,1 (further rendered into irrelevance courtesy of the firmware update available) and yet the rather-tangible-by-comparison price difference, a 2009 model, be it single- OR dual-CPU, is, in my humble opinion, the best Mac Pro that one can buy for the money.
Nearly identical performance capability next to a 5,1 for about 30% less money? I'll buy that.
