iPod Lost iPod , downloading songs?

Hi guys I have lost my iPod nano, and all my songs were on it and not in my iTunes music library. So I'm going to buy a new one or second hand iPod after Christmas. Few questions

1.can you download songs and audiobooks/podcasts again free of charge if you have previously bought them on iTunes?

2.my laptop with iTunes has no Internet connection , but can I download the songs on my iPad from iTunes again free of charge and plug the iPad into laptop and transfer songs onto a new iPod?
