" a I5 2.3ghz Mac mini with 8gb Ram that was purchased last summer. Recently the hdmi port and Ethernet port stopped working. Wifi still works fine and will include a thunder bolt to hdmi adapter that works"
worth buying it ? can I do without HDMI and ethernet working ? is it easy to fix
the non working ports ?

It depends on whether you need those ports. You can use the thunderbolt port instead of the HDMI, and the ethernet is only useful if you don't have wireless. It also depends on the price.

I wouldn't bother myself, sounds like dry joints or a similar problem on one of the circuits.

Totally up to you though if you want to take a gamble.

Would want it really cheap if I did get it.
