My Mom is visiting in the next few months and wants me to get her an unlocked iPhone 5 so she can take back and use on SK Wireless in South Korea. Is it better to get her the Att or the Verizon model?

You want the A1429 model aka the Verizon model.

I have the AT&T model. If I unlock this can I use HSPA bands in Korea?
I know I won't get LTE but just wanted to know if I'll get 3G service at least for my phone when I visit the parents.

Yep you can ;)

All iPhone's use the same 3G bands the only difference is in the LTE. You will get 3G/HSPA speeds on your AT&T model but no LTE.
