Linux SimCity Deluxe Query

Hey guys,

I've recently picked up SimCity Deluxe for my new iPad Mini, I've got an icon appearing with a red circle, with a small road segment appearing on my game map. I can't find out where it is in the help manual anywhere. Anyone got any ideas?

I thought so but it's usually within a zoned area not where I'm trying to build roads.
