Can someone tell me the differences in the apps? Besides one being universal? Debating if spending the extra $2 is needed.

a better place
One is more optimised for the iPad and despite it being HD actually has things missing such as colour themes.

Despite it having less features, I use Tapatalk HD regardless.

However on my iPhone 5 & HTC One X I use regular Tapatalk.

Any reason you just didn't stick with the universal for your iPad?
