I'm guessing this is because of weak spots in the wifi signal? I did speed test on my phone and I'm getting 10-20 mbps... It rarely skips when playing strictly through phone speakers but starts to skip more when air playing to atv.

My airport express is in the bedroom and thats the closest I can put it right now. What would be my best option to extend signal into the living room?

You could add another airport express to the same network, extending the signal. Try looking into a last gen (refurb or used) to save money.

Hm that sounds like it would work but how do I connect the two? I could do it without adding a second modem?

It's all done through AirPort utility. You do not need a second modem :)
