Not in every case. For example the EPlus Network in Germany has combined base stations for GSM 1800 / HSPA 2100 (and sometimes also GSM 900). They say they can add LTE 1800 to a lot of these just with a software upgrade.

The 2 first countries in the world to get public LTE networks, all the way back in 2009. Lets say I'm not impressed by Apple.
