What law passed?


No real law passed that came out of Congress and signed by the President. It was a one-liner that the congressional librarian published and interpreted to say that smartphone unlocking deemed illegal in the USA.

How does someone make sure their iPhone 5 is still unlocked?

Backup, restore it, and see if it's still unlocked.

(Also Apple is the one that locks the iPhones, so when someone requests an unlock [even if it's AT&T], they send a request to Apple to do it)

It's also only for phones purchased on 1/26/13 or later. AT&T isn't going to re-lock phones already unlocked.

In theory, ATT and relock any ATT iPhone that had an unauthorized unlock done no matter when it was done.

In reality, the chances of ATT ordering Apple's servers to "relock" your ATT iPhone are slim to none. Too much hassle. Not really worth it for them to pursue it.

Now, ATT will "block" ATT branded iPhones where the customer doesn't pay their bills or the phones are reported stolen.
