Do you think AT&T is re-locking iPhone 5's that were unlocked by unlock fusion?

Crony Capitalism at work is more like it.
No real law passed that came out of Congress and signed by the President. It was a one-liner that the congressional librarian published and interpreted to say that smartphone unlocking deemed illegal in the USA.

You meant ebay is not allowing them to do it on ebay. However, you can still do it over their own website!
Backup, restore it, and see if it's still unlocked.
(Also Apple is the one that locks the iPhones, so when someone requests an unlock [even if it's AT&T], they send a request to Apple to do it)

In theory, ATT and relock any ATT iPhone that had an unauthorized unlock done no matter when it was done.
In reality, the chances of ATT ordering Apple's servers to "relock" your ATT iPhone are slim to none. Too much hassle. Not really worth it for them to pursue it.
Now, ATT will "block" ATT branded iPhones where the customer doesn't pay their bills or the phones are reported stolen.
