I'm running a Macbook Air (11 inch, Late 2010, 1.6 GHz Intel Core 2 Duo, 4 GB; 121 GB, NVIDIA GeForce 320M 256 MB) and I'm looking to upgrade to fix an issue I have.

I run a more than a few programs at the same time - usually Omnifocus, Chrome, MSWord, NvAlt, TextExpander, Fantastical, TextExpander, Keyboard Maestro etc. I use Launchbar to quickly move back and forth between the apps. I notice that there is a lag in switching between apps.

Is this a function of not enough RAM or a slow processor?

You can check with activity monitor. If you run a lot of programs, probably the low ram is the problem. When the Ram is full, the system has to write and read to and from the disk. Even though this is an SSD, it's still much slower to load something back from disk into ram than having the program stay completely in RAM.
