I just thought I would detail what worked for me.

1. converted my mp3 to m4a then renamed to m4r (lots of how to on web for this)
2. in itunes via the preferences - general - make sure tones is checked.
3. select tones from the top left drop down list in itunes.
4. assuming my ringtone.m4r is on my desktop - i double clicked it - then it showed up in tones pane. Import to library DID NOT do it.
5. Sync as normal to the iphone.
5a - you may need to enable sync of tones if asked.
6. ringtone showed as expected and i could select it.

.: I decided to go for broke and searched the App store. I found Easy Ringtone Creator. Cost me all of $0.99.

Upload your song(s), choose the starting point and number of seconds you want the ringtone to be, and boom, it's done. Synch your iPhone with the Tones on iTunes, and return to your life, already in progress.

I just downloaded it, doesn't seem very intuitive. Having a hard time with the drag and drop within Itunes.

procedure to create ringtones on iphone

step by step procedure.
1. select the mp3 songs u want to convert into ringtone
2. open itunes
3. create a playlist in ur library n name it "ringtones"
4. just drag the song into the new playlist u created (ringtones)
5. go to the let top menu on the itunes and select "preference"
6. in general tab select "import setting" button
7. in the "import using" choose "AAC Encoder"
8. Click OK n come out of the menu.
9. Right click on the song and select create AAC version.
10. now rt click on the newly created AAC version of ur song and select "show in windows Explorer"
11. A window will pop up wer the tone is saved.
12. Open "Folder Options" for the window
13. go to the view tab and uncheck the "hide extension for known file types"
14. now the extension will be visible for ur tone eg. ursong.m4a
15. right click on the tone and select property.
16. in the name change the extension eg: ursong.m4a to ursong.m4r.
17. click Ok and Double click on the tone. ( it will automatiically open in itunes tone tab)
18. Sync ur phone n there it is in ur ringtone list.

hope this solves the problem. its a long process but sure to wrk.

One question - how do you recommend getting an mp3 into itunes to begin with? I assumed that highlighting a folder under 'playlists' and then going to 'file', 'add file to library' would add the mp3 to the folder previously highlighted under playlists, but that isn't the case.

WOW, itools is slick. Pretty much what I'd been looking for as a nice interface between Windows and my iphone. Thanks very much. :)

This is an old post and I've already figured it out a long time ago, haha. But thank you for the link. I was just using SharePod with my old iPod yesterday, and my friend has said that program won't work with his iPhone. I'll tell him to try iTools. I'm also gonna try it out myself and see if I like it :D

Thank you so much! This really answered the question for me, and it worked like a charm! I wish Apple would make things less complicated, but it seems like each version of I-tunes gets *more* complicated! LOL.

No, I'm referring to when your iPhone is connected in iTunes, you can select it on the left hand side (under Devices)...once you do that, you will get a series of tabs across the main window specific to the iPhone (Summary, Info, etc.) - one of those tabs should say Tones, and once it is selected you can select to sync all of the tones, or just select ones, from your library, to your iPhone. Once that is set, and you perform a sync, the tones should be transferred to your phone.
