1, you want to stream to VLC on iOS? Forget it, it's an inferior player compared to Plex or truly SMB / UPnP-based ones. (See my dedicated reviews starting from page 8 at https://forums.macrumors.com/threads/1611485/ )
2, if you need / want / has nothing against transcoding, check out Plex.
3, if you do NOT need transcoding (because all your stuff is in, say, MP4 or other Apple-native format) use Home Sharing (for the stock Videos client), UPnP (requires a separate server - they're free) or SMB.
