For the data can we use google maps as a gps or does it need a gps chip ?

Cellular iPads have GPS chips. Wifi-only iPads do not. A GPS chip tells the iPad the coordinates of your current location, nothing more.
The GPS chip allows you to use Internet mapping services such as google maps, that will use your location for directions and nearby services. It will also allow you to use navigation apps such as Navigon that store the map data in your iPad, even without Internet access.
You can use Google maps, Navigon etc. without GPS, but your iPad will not know your current location.

GPS chip is built into all cellular chips on iPads, you can use them even if you don't have an active data plan at the time.
Its kind of neat to have a cellular GPS unit. You can download Google Maps for a particular location, like a different country and store it on your device. You can then use the GPS function on the device, overlaid on the map, to find out where you are, without any kind of data( read expensive) connection.
