The tripod head in the link you provided is for still photography. It could be used for video as well, but only if you don't need to make any smooth pans or tilts.

I will be doing static tilts as in tilting the camcorder in sections to record still video of shoes and bottoms...will it be strong enough to hold in place? I don't need to do tilts and pans to capture live motion if that's what you mean? So would this tripod work well for me?

I love my Manfrotto 561BHDV-1 Fluid Monopod for my video shoots.. Gives a lot of flexibility and steady shoots and fluid pans...

If you want to do ANY movement at all you will be frustrated by this tripod.
