Is this rumor true? I am very close to getting an Air '13 13" soon but this rumor is keeping me from buying it. How do you think the 12" screen will feel? You think its going to be slimmer? It would be worth it to get an Air '13 because this is just a rumor?

Its a rumor so one knows if its true or not and apple has not said anything

In order to minimize linguistic discomfort for a small number of MacRumors users, and even thou the majority of us clearly understood your question, you should have asked "rumor or truth?" and avoid joining these two words. But don't worry, life goes on :D

Rumor or not, you should probably wait until WWDC (June 2). The Macbook Air's update cycle should be coming full circle in the summer. Whether the rumor of the 12" is true or not, it is a likely possibility that we will see a refresh of the MBA in 2 months. Wait till then before you buy (you can get a discounted 2013 version if nothing in the 2014 version incites you)

it probably be announced tomorrow, but you will have to wait sometime late october early november to order one. Broadwell macbook air should release April next year. and the 12" will be released late october. If you can wait, i suggest you do.

Skylake will most likely come out in June 2015 because it is the same die size as Broadwell. An April 2015 Broadwell MBA is absurd. It could happen, but the chances are slim to none.
