Mac Mail rules aren't working

I've set up a rule to Set a yellow Color Background if the Sender is in my Address Book.

It may work for incoming messages, but when I try to Apply the Rule to my mailboxes On My Mac, it doesn't do anything.

Do Rules not work on mail folders On My Mac -- only on Inbox Mailboxes?
