I am looking for a inexpensive graphics program that in it's tools has a clone tool. I want to be able to retouch dust spots and such on my photos. I know there are programs out there like Photoshop and others that have this but I would like to find something that is free or low cost.

define low cost. Aperture cost $199 and will do it, and is low cost compared to Photoshop at $650. What is your scope of low cost? Photoshop Elements does it the best at low cost. I think it is around $90 or so.
