We got a letter from Bank of America, stating both of the above, and an amount of $419, which is the balance of the account. It said "retain this info to use in reconciling your account". As far as I know, they do this when there's fraudulent activity, but I never did anything except link it to our Paypal account (but it was waiting for confirmation).
What does all this mean, but most importantly, what happens with all the money?

^^ I can't agree with this enough, if you see weird things happen on your account (or you go over your overdraft/credit limits) give your bank a call and talk to them.

I also wouldn't trust Paypal anywhere near enough to link my account to them.

FWIW my Paypal has been linked to my bank account for years without any problems, but then it does depend on how heavily you use eBay and how tight your filter is for getting involved in possible scams....
