Does anyone know how i can get rid of this icon? i have closed every apps thats running in the background but the icon is still there

Try turning Location off in your settings menu, and then back on again. That looks like the location, icon to me.

No it's not the Location icon, that is something different.
Judging by the rest of the screen, its a notification from a jailbreak app.
Can't help you out there sorry.
 
Edit - My mistake, thought the arrow was pointing elsewhere, don't know what that is either. Sorry!
 
That is the Portait Orientation Lock/Unlock double press your Home button scroll way the way to left and you can turn on and off Portait Orioentation lock or unlock.

The arrow on the picture the OP provided is not pointing at that. It's pointing to what looks like a paper plane.

I had that icon when I had my mapquest running when I needed directions to go somewhere. Not sure if you were doing the same thing but I went back into the mapquest and hit the stop it went away for me. But that was before the jailbreak so idk hope it helps.
 
I am not sure why but I find that icon extremely funny :D:D:D:D, and the fact that the OP want to get rid of it and made this HUGE red arrow pointing to it, I must be low on caffeine but I LOL for about 5 min
