Facetime not activating

Have tried everything, resetting all settings, full restore, the works. Cant'g get facetime to activate. I'm on 4.1 and oddly enough it did work on his iphone4 when I got it first and it was on 4.0 something. Coincidentally, find my iphone on mobile me has never been able to track this phone but does locate my ipad. Don't know if the two issues are related. Has anyone else had or solved this
