Upgrade makes no sense?

So we have four lines on my account. 2 lines just upgraded within the last 3 months to the iphone 4 and are already eligible for the "early upgrade" price. One of my lines, which used an early upgrade in July of 09, isn't eligible until January for the early upgrade $399/$499 pricing. Can anyone explain why this is?
