If I do a clean install of Snow Leopard from Tiger and have no back ups for restore, can I re-enter book marks, mail etc? Yeah, a lot of work. In other words will I have a system that is similar to a imac from Apple with no user additions or changes?

Yes, as a clean installation will remove any traces of a former installation of Mac OS X, though data could be recovered via third party means, to be technically correct.
But a clean installation of Mac OS X will be like a Mac bought from the store, though if you don't have the Mac Box Set, you need to install iLife via the grey restore DVDs that came with your Mac.

Btw, you can transfer Safari (or whatever browser you use) bookmarks and mail quite easily by copying the appropriate folder and .plist files. The web is full of tutorials on how to do just that.
