I'm on 4.0 and want to upgrade the fw and jailbreak in the next day or so. I bought a couple apps through Cydia (MyWi, Shrink, and 5 icon Springboard) and want to know if I will have to rebuy them again? Or are they like app store apps where if you try to download one you already bought it, it tells you that you paid already and starts downloading?

You find the package, you click purchase and then it expalins the rest right there.
Your Purchases are tied to your login. If you later restore your firmware or even purchase a new phone you will not have to pay for items again.
