Voice Over volume low

I have been playing around with Voice Over. Things like "What song is this" and so on.
Usually I've been doing that when my headphones are on and the difference in volume between the song that is playing and the Voice Over is really big. Voice Over volume is very low and when I'm walking on the street I can't here the responses.
Any ideas about this?
