I have a iPhone 3G running 3.1.3 with 5.15.04 baseband. Wondering if this is unlockable without upgrading the firmware.

5.15 baseband can't be unlock.

And, to have 3.1.3 firmware & 5.15 baseband, it means the phone was updated to 4.2 firmware which also updated the baseband to 5.15. Then, the phone was downgraded to 3.1.3 firmware, but since baseband can't be downgraded, it stayed at 5.15. Thus, as you can see, upgrading the firmware or not won't matter.
