Does apple ever sell refurbished iphones on their website?

I don't think I've seen any. I'm pretty sure most are used for warranty replacements.

They do once in a while but usually towards the end of the models cycle like months before a new iPhone release.

Sometimes. But AT&T (if you're in U.S) always does on their site.
