I want to use parse webpage contents to my app and show information for user, but I am not sure if I have to get agreement from data provider.

Is there any rules for this?
 
You need to read the terms and conditions on the website. There is no generic answer to this. In general they own the information and you have no right to resell it.

Most likely what you are doing is illegal. Read the website's Terms of Use. You could always contact them for clarification. They may even allow you to access their data or, in a best case scenario, provide you with an API.
