Audio playback speed adjustment

I often have the need to speed up (and slow down) audio files. I noticed that on podcasts I can get to a menu which allows 0.5, 1, 1.5, 2 x speed adjustment.

1. How can I take an mp3 file and make it show this podcast adjustment menu?

2. Has anyone seen an app that could allow better adjustments? I am used to using equipment that has analog dials to adjust the speed - something like that would be amazing...
