Can't make calls

Update:I went to jailbreakme.com and had cydia downloaded.

Cydia was installed, I can't make a call yet but WiFi works.

What do I need to do to make a call, download redsn0w?

iPhone 3g 3.1.3 (7E18), the phone was previously jailbroken

I downloaded redsn0w but redsn0w wouldn't recognize .ipsw

if you have cydia and you are at 3.1.3 you can download ultrasn0w to unlock.
