My late 2007 Macbook came with Leopard, but I bought the SL upgrade.

Anyway, I am putting in a new HDD and wanted to know if I can install clean off of the SL DVD.

I have never done this, what is the best way? Just boot it and will it format, etc?

Also, can I use Time Machine bring my iTune music and Apps back over cleanly?

I did this very thing with my late 2006 MacBook - install the new drive, insert the SL DVD, and do a fresh install. Easy peasy.

Also, can I use Time Machine bring my iTune music and Apps back over cleanly?

This part I have NOT tried, although I can't imagine it being a problem.

If you're worried, just do a full backup of your files (including your iTunes folders) before you change disks. Good luck!
 
Just an update on my little project.

I got a nice WD Black 16 GB, 7200 RPM 320GB, more than enough for now and put it in after a Time Machine backup. Installed SL clean off of the upgrade disk.

Worked great, restored my stuff via Time Machine.

System boots up quicker and shuts down/restarts really fast.

A big improvement over the 8MB Cache, 120 GB, 5400 stock drive.
