Auto brightness not active??

i noticed today my iphone screen was darker than usual, just now i decided to look at my screen in the dark and its not even lighting up, the only way it lights up to the normal setting (halfway) is if i turn it off, what the hell?
 
Dunno, i've always turned it off. I don't need my phone constantly adjusting my brightness and draining its battery. Over the years i've found a good setting and it stays there 100% of the time
 
I personally choose to have this set to off to help preserve battery on my iPhone 4.

My current setting is the slider adj marker is just under the two ss in brightness.
 
My problem is the other way around. It doesn't auto-dim in a dark room. Bug or hardware issue?
