My iPhone is from AT&T, when I was in the U.S. I could use Personal Hotspot but now im outside the country with a gevey sim card, so personal hotspot doesn't show anymore on the network settings. is there any way I can have personal hotspot with the gevey, and with out jail breaking it?
 
What I did for me was:

Settings -> General -> Network -> Cellular Data Network -> Swipe down to Internet Tethering -> Type "Internet" on the APN.

I think it depends on the carrier though.
 
As far as I know that feature is carrier specific. It's some sort of signal or something that the carrier sends to activate it. I have AT&T with the 4GB tether plan and I have it. But the moment I downgrade to 2GB, it disappears instantaneously.
