What is going on with my application switcher?

I haven't installed or upgraded anything on my system recently, and all of a sudden I've been getting this issue:

After I restart, the issue fixes itself. Then it will reappear in about an hour almost randomly. I've repaired permissions in Disk Utility, didn't solve the problem. Only fixes itself on restart. What's going on?

I'm running 10.7.2 on a Macbook Air, and have been running this with no problem ever since it came out. Until now.
