I want to post photos in my Google blog, which requires I "choose file."

I am using my iPhone camera for most of my pics. I upload them to MacBookPro, then export them to iPad where they show up in Photos without a file name. Even on the test pics I've taken on iPad don't have a file name.

Is. I his even a function I can do on iPad? If so, how do I name them?

I believe they have a file name and you just can't see it on the iPad. How are you trying to upload these photos?

Use a photo host with their own app for uploading, like photobukcet, then just insert an img src tag for the picture. If you are really HTML-averse, photobucket will even supply the code for you within the app.

You're talking about blogger, right? Google provides a free app for creating blog entries on your iOS device. AppShopper lists it as an iPhone app; that means it will work but not optimally on your ipad. But there are a bunch of iPad apps that are compatible with blogger.

Google's blogger iPhone app -- or any of the third-party apps -- will allow you to upload pictures natively from your iPad to your blogger blog. Search in the iPad apps forum or start a new thread there to see what people think is the best ipad app for using with blogger. Or just google around. Searching is a tad difficult because the word "blogger" has many meanings.
