Did a search couldn't find a good answer.
I'm going to be in in the UK for a few weeks coming up, was wondering how my phone is going to act when I'm there. For instance; in Japan it picks up in roaming and works just like in the US with the exception of the high bills that come next month.
Should I anticipate the same thing for the UK?

It will work the same way. The more you use, the harder they hit you with the bills! :p
 
What can be done to cut down on the bills i.e. local sim from the UK or just have to deal with the roaming fees

Since there is no soft unlock for the 4S you either get to deal with roaming, or turn your data off. If data is off, you shouldn't receive roaming unless you take calls/texts. If you trun it on airplane mode you should still be able to use it as an iPod touch and take advantage of free wifi (make sure to turn wifi back on once it's in airplane mode as airplane mode itself will turn wifi off.
 
So i understand all the above.
Now that we have the free iMessage how is that going to work, and FaceTime? Since FaceTime is all WiFi i should be able to make a call with it. (voip) Right? or does FaceTime use some other protocol.

if your on wifi you'll be fine with iMessage and FaceTime :)
