iCloud help/photostream/backup

Hi, so I recently started using iCloud and need some help. If these questions have been asked before please direct me to the posts, but I searched and cant find the answer. So I have a mac and a PC and everything works fine on my mac but when I try to sync my PC no files show up? I can see I have 2.5 gigabytes worth of data in my icloud but none of it shows up on my PC? Any thoughts?
 
Haven't used Windows for any iCloud stuff but think you need to download a small program to do anything with it, iCloud control panel or something along those lines.

If you have got that far then I don't know mate :D
 
Ya, I downloaded the program and everything but no files are coming to my computer
