My TextEdit keeps loading in corrupt text files like this after being opened after being saved.

That looks fine to me, it just seems to be displaying the raw RTF formatting instead of actually processing it. I would assume it's noticing that there is no file extension so it's just treating it as plain text. You *might* be able to change this behavior by heading into preferences, under the 'New Document' tab and changing the format to 'Rich text' (take this with a grain of salt, I have not tried it).

It is already selected as rich-text.

I noticed that I had selected "Ignore rich text.." under Open and Save. I unchecked that.
