Resolved Drag And Drop - 5 Second Delay? (Safari, Photoshop, etc.)

Every time I try to drag a tab in Safari to a new window, it literally waits 5, not one, seconds for it to appear in the new window.

I have tried updating my Mac and re-installing Safari, but the issue persists...

Any ideas?

(This also happens when I try to right click a tool in Photoshop to select one of its' variants)

Issue Resolved:

Problem was Right Zoom. I removed it and all is working :)
